(1938--)1938年11月3日出生于黑龙江兰西。台湾政治大学外交系毕业，获"中心奖学金"。负笈美国，获得塔夫滋大学佛莱契尔外交学院国际关系硕士、芝加哥大学历史学博士学位。曾任教于美国南卡罗莱纳州新伯利学院、印第安纳州圣母大学，历任芝加哥大学远东研究中心委员、美国"人文科学基金会"审查委员及评议委员，美国"亚洲研究协会"之台湾研究会委员、美国华学协会理事及美国中西部华人学术联谊会会长，并任政治大学、中山大学兼职教授。

1982年返台，初任政治大学外交研究所教授、《亚洲与世界》社主任，荣获美国中国文化协会颁发的"中国文化奖"。1984年升任政大外交研究所所长，嗣任政大国际关系研究中心主任。1987年出任"行政院"新闻局长兼大陆工作会报发言人。同年5月5月任"行政院"新闻局局长、英文《自由中国纪事报》发行人。1988年7月当选国民党第十三届中央委员。

1991年9月辞去新闻局局长职务，转任政治大学外交研究所教授。1988年当选国民党十三届中央委员。1994年复任政治大学国际关系研究中心主任。2000年7月任国民党中央副秘书长。

美国在台湾问题上的一系列举动，实质上将置台湾于危地。邵玉铭说，美台关系不应基于它是"美国军队的前哨"之上。他说，我们"承受不起卷入这场争斗的后果。我们太弱小了"。无论从历史、文化或地理的角度，还是从政治、经济现实情势的角度，台湾未来的前途在祖国大陆，台湾的安全取决于两岸人民的密切联系和最终和平统一。
